London compliance in one working pack
Operating into London now means satisfying two overlapping regimes: the Direct Vision Standard for HGVs over 12 tonnes, with the Progressive Safe System required on lower rated vehicles, and, for many contracts, FORS accreditation on top. We built this FORS DVS pack after helping operators through both, usually under contract deadline pressure, and the recurring problem is never the kit: it is proving, on paper, that the kit, permits and policies all line up.
The pack organises that proof so a FORS auditor, a client compliance team or a TfL check all find what they expect.

- A FORS mapping document that links the Bronze requirements to the policies and records most operators already hold, showing the gaps rather than duplicating paperwork.
- A DVS and Progressive Safe System checklist covering permits, star ratings, and fitment items such as camera monitoring, blind spot and moving off detection, audible warnings, under run protection and signage.
- An evidence folder structure, the backbone of the FORS DVS pack, ready to copy onto your server, that files permits, fitment invoices, photos and driver training records where an auditor will look for them.

The FORS DVS pack is supplied in editable Word format with the folder structure as a ready made template, and a version control sheet at the front of each document.
How to put the pack into use
- Replace every marked placeholder.
- Compare the controls with your vehicles, work, licence commitments and current official guidance.
- Remove irrelevant options and add local responsibilities and escalation routes.
- Approve a controlled version and brief affected people.
- Use the registers, sample completed records and correct failures.
Questions about this pack
Does the pack get us FORS accredited?
It prepares the paperwork and maps you against the Bronze requirements. The audit itself is booked with FORS, but arriving with the mapping document completed removes most of the usual failure points.
We already have DVS permits. Is the checklist still useful?
Yes. Permits lapse, vehicles change and the Progressive Safe System items need evidencing per vehicle. The checklist keeps fitment proof, photos and permit dates together for the day someone asks.
Is it only for HGVs?
DVS applies to HGVs over 12 tonnes, but the FORS elements and the London policy annex work for mixed fleets, including vans running into the capital under the same client contracts.
